有一个调拨工具实现了二个单元格A和B都是数值 (一个做减法  一个做加法)，然后自动获取减少的单元格信息做调出，自动获取调入信息，并记录同行的其他信息，一个朋友写的代码不太看的懂请大神指教，最好能写个注释，必有感谢！
